This is an official Hauppauge WHQL signed windows driver.
It contains drivers for the Hauppauge WinTV-HD-PVR product.

The hcwhdpvr.rom file will probably be useful to anyone
planning to develop a linux driver.

No extract script is provided, but unrar the archive and you
will see the file.
